(I) Project background
稷山县古称“高凉邑”，地处华北、西北、中原三大地域连接处的山西省西南端，运城市正北端。稷山县是后稷故里，古属翼川，春秋属晋，战国属魏，唐属绛州。稷山县是山西省的文物大县，境内代表文物有最大的祭祀后稷庙宇稷王庙和最大的土塑释迦牟尼像。稷山县是晋南商贸重镇，素有“晋陕豫交界的小天津和旱码头”之称。

稷山县大佛文化园项目（以下称本项目）位于山西运城稷山县侯西铁路以北、京昆高速以南，以辽金时期遗址大佛寺（始建于金皇统二年，即1142年）为中心、北部数千亩枣园为依托，融合宗教、文化、民俗、旅游、土特产等多种理念，规划建设综合性产业园区，弘扬传统文化，传承古建技艺，带动地域经济，形成规模品牌。

1、大佛文化园是市委、市政府为大力发展文化旅游产业、提升城市品位、振兴城市经济而规划建设的一个文化产业园区。园区占地近2000亩，主题建筑有国保文物单位大佛寺、新建稷山塔、藏经楼、观景楼、东南亚风情建筑群、大金塔、园林水系等。

建成后的大佛文化园，将会成为晋南乃至全国的一个重点景区之一，在山西省形成“北有五台，南有大佛”的旅游资源的新标志、新格局，在黄河金三角地区旅游板块上成为以“古中国”为标识的国际旅游线上的一颗璀璨明珠。

（二）项目进展情况：目前，大佛文化园内大佛寺于2013年3月被国务院列为全国重点文物保护单位，现已成为闻名遐迩的旅游景点，稷山塔主体已建成，观景楼项目已开工建设，职工新村棚户区改造项目（园林水系位置）已基本完成，城市规划已到位，建设投资基础条件已具备。
