三、申报单位简况：丈河村位于太行山南端，山西陵川王莽岭国家地质公园的西南，距县城东南20公里处，全村194户，621口人，这里群山环绕，松柏苍翠，涧水常流，素有“北国小江南”之美誉。2012年被晋城市农业委员会、晋城市旅游文物局授予“首届最美乡村”，2014年被评为山西省“最美旅游村”。
III. Profile of applicant unit
Zhanghe village is located in the southern end of MountainTaihang and southwest of Wang Mang Range National Geological Park in Chuanling, Shanxi. It is around 20 kilometers southeast of the downtown county. The village has 194 households and a population of 621. It is encircled by mountains, verdant pine and cypress and flowing water. It has the honor as ‘mini version of regions south of the Yangtze River in the north’. In 2012, it was promoted as ‘the first round of most glamorous village’ conferred by Jincheng agricultural committee and Jincheng tourism and cultural relics bureau. In 2014, it was rated as ‘most beautiful tourism village’ in Shanxi province.

（一）项目内容
(One) Content
1、项目背景：在境内丈河区域的里进掌村、台南村、台北村、柏崖村等村整体布局，以传统致敬原始、用国学启迪生活为理念，整体包括传统街区、院落酒店、休闲农业、乡村演绎、自驾营地、国学教育、康养运动、儿童乐园、原始森林等九大板块设计。项目将依托郑州方圆10万平方公里最清凉的陵川小气候优势，通过传统国学文化与原始森林环境打造家庭度假目的地。相关旅游管理制度正在逐步完善，2012年以来通过“最美乡村”、“最美旅游村”相关设施建设，当地居民建设丈河国际度假村的积极性非常高涨，目前改区域年接待省内外游客5000人次。乡村旅游接待人次3000人次。
1. Background: the overall layout of Lijinzhang village, Tainan village, Taibei village and Boya village within Zhanghe division in the area would put tribute to the primitive and enlightenment of life with sinology. It contains nine plates namely traditional blocks, yard hotel, leisure agriculture, rural demonstration, self-driving campsite, national culture education, health preservation, children’s amusement park and primitive forest. By relying on the 100000-square kilometer coolest climate in Lingchuan around Zhengzhou, the project would refer to traditional sinology culture and primitive forest environment to build a destination for household vocation spending. Relevant tourism management mechanism is being perfected. In 2012, through relevant facility building as ‘most glamorous village’ and ‘most charming tourism village’, local tourism showed high zeal to build the international resort. At present, it would receive 5000 travelers both from in and outside the province on the yearly basis. It would receive 3000 people for rural travel.
2、项目建设规模及内容：建设以丈河村、里进掌村、台南村、台北村、柏崖村等为中心，以传统街区、院落酒店、休闲农业、乡村演绎、自驾营地、国学教育、康养运动、儿童乐园、原始森林等为基础。依托郑州方圆10万平方公里最清凉的陵川小气候优势，通过传统国学文化与原始森林环境的有效融合，全力打造丈河国际度假目的地。项目占地总计约10000亩左右。
2. Project building scale and content: it will put Zhanghe village, Lijinzhang village, Tainan village, Taibei village and Boya village as the center. It is based on traditional blocks, yard hotel, leisure agriculture, rural demonstration, self-drive campsite, sinology education, health preservation sports, children’s amusement park, primitive forest and so forth. By relying on the 100000-square kilometer coolest climate in Lingchuan around Zhengzhou and through valid fusion of traditional sinology culture and primitive environment. It is roundly building Zhanghe international resort. The project covers an area of around 10000 mu.
（二）项目投资估算：总投资20000万元，拟引资20000万元。项目计划总投资2亿元，在2019年至2021年间分三期进行，初步计划一期（2019年）总投资5000万元；二期（2020年）总投资8000万元；三期（2021年）总投资7000万元。
(Two) Budget: total investment 200 million Yuan; it plans to introduce an investment of 200 million Yuan. the project will have an aggregate investment of 200 million Yuan. It is to be built from 2019 to 2021. Phase One (2019) will draw a total investment of 50 million Yuan; phase two (2020) will draw a total investment of 80 million Yuan; and phase three (2021) will have a total investment of 70 million Yuan.
（三）项目配套条件：目前丈河区域水电路等基础设施相对健全
(Three)Supporting terms: power, water, roads and other supporting facilities are completed.
（四）项目建成后的市场及效益预测：项目建成后，极大地带动周边区域相关产业发展，进一步稳定农民增收渠道，具有明显的经济效益和社会效益居民。
(Four) Marketing and efficiency forecast: upon completion, the project will drastically spur development of relevant industries in the region, further stabilize channel of incomes for peasants and show evident economic efficiency and social benefits.
五、项目进展情况
（一）政策：符合国家、产业政策及山西省产业规划。
（二）核准（备案）：正在进行规划设计，规划设计完成后报上级部门核准或备案。
（三）土地、环保：符合国家土地政策及环保规定，正在向相关国土、环保城建等相关部门申请认可。
（四）项目可行性研究报告及项目建议书正在制作中。
（五）项目前期进展情况：目前正在积极进行招商引资。
V. Project process
(1) Policy: it aligns with national and industrial policies and industrial planning of Shanxi.
(2) Approval (put on record): the planning and designing is underway. Upon completion of the planning design, it will be submitted to the superior body for approval or being put on record.
(3) Land and environmental protection: it aligns with policies on land and regulations on environmental protection. Approval is applied from sectors on land resources and environmental protection.
(4) Viability report and project proposal is underway.
(5) Early-stage process: business attraction is underway.
