山西永旺能源集团物流配送有限公司，成立于2012年3月，是山西永旺能源集团的成员单位，由山西永旺能源集团有限公司投资、中国农发重点建设基金有限公司和部分自然人参股组建的有限责任公司。经首届世界晋商大会招商引资，于2012年成立后，即到定襄县筹建并准备长期经营山西永旺物流园区。公司注册资金2亿元，实际投入已超5亿元。
Established in March 2012, Logistics Delivery Co., Ltd. of Shanxi Yongwang Energy Group is a member of Shanxi Yongwang Energy Group. It is a limited liability company invested by Shanxi Yongwang Energy Group, and co-established by China Agricultural Development key Construction Fund Co., Ltd. and partial natural persons. After investment introduction on the first World Shanxin Merchant Fair and establishment in 2012, it prepares to operate Shanxi Yongwang Logistics Park for a long time in Dingxiang County. The company’s registration capital is 200 million Yuan. Actual investment has exceeded 500 million Yuan.

（一）项目内容
(I) Project content
1.山西永旺国际物流园区是一座集国际贸易、研发中心、区域分拨、城乡配送、电商物流、零担专线、信息配截、仓储管理等功能为一体的国家级示范智慧物流园区。园区坐落在中国锻造之乡、国家级出口法兰锻件产品质量安全示范区、全国现代农业示范县、国家级电气化县-----定襄县。
1. Shanxi Yongwang International Logistics Park is a national sample intelligent logistics park that integrates international trade, R&D Center, regional distribution, urban and rural delivery, E-business logistics, specialized less-than-carload freight line, information distribution, inventory storage and management. The park is located in Dingxiang County – hometown of smithing in China, national sample district of exported flange forged products’ quality safety, national modern agriculture sample county and national electrification county.
园区是首届世界晋商大会招商引资项目、山西省2016、2017年重点工程建设项目、山西省2016、2017年转型综改重大项目和国家发改委专项建设债券首批扶持项目；是国家交通部2017年“十三五”规划重点投资补助货运枢纽，全国交通运输行业（2017至2018年）重点联系物流园区（企业）、中国物流学会产学研基地、信息管理示范物流企业、中国物流与采购联合会常务理事单位和AAAA级物流园区。山西省唯一一家列入国家交通部“十三五”规划的重点物流园区。
The park is the an investment attraction project on the first World Shanxi Merchant Fair, key engineering construction project in 2016 and 2017, key transformation & comprehensive reform project in 2016 and 2017 in Shanxi Province, one of the first batch of projects supported by construction bond of NDRC, key cargo transport hub that is invested and funded by National Ministry of Transport in accordance with “13th Five-year Plan” in 2017, key linkage logistics park (enterprise) in national transport industry (2017-2018), Industry & Learning & Research base of China Logistics Association, sample information management & logistics enterprise, member of China Logistics and Purchase Union and AAAA-level logistics park, and the only key logistics park listed into “13th Five-year Plan” in national Ministry of Transport.
2.园区涵盖外贸服务平台、双创园区、物流集散中心、保税物流中心、跨境电商产业园区、农副产品产业园区、文化产业园、商业地产、配套设施等八大板块。
2. The park covers foreign trade service platform, start-up & innovation park, logistics gathering & dispersion center, bonded logistics center, cross-border E-business industrial park, agricultural byproduct industrial park, cultural industrial park, business real estate and matching facilities.
（二）项目投资估算
(II) Project investment Budget
园区总投资35亿元，规划占地面积2.03平方公里，建筑面积89.1万平方米，其中一期总投资10亿元人民币，占地面积600亩。其中，政府支持5000万元，银行贷款35000万元，自筹59000万元。
The park’s total investment is 3.5 billion Yuan. The project plans to cover 2.03km2. Construction area is 891,000m2. The total amount of investment at phase 1 is 1 billion Yuan. Phase 1 covers 600mu. Government provides 50 million Yuan fund. Bank loans account for 350 million Yuan. The company raises 590 million Yuan independently.
（三）项目配套条件
(III)Supporting terms
园区内配套设施齐全，修建有东城路、通泰路、永旺路、利民路等4条主干道，另有44个仓库，其中包含36个普通仓库、6个立体仓库、1个保税仓库、1个出口监管仓库和1200套公租房。规划建设有工商、税务、质检、银行等综合性政务机构。配套建设有学校、医院及加油站、加气站、充电桩等设施。
The matching facilities in the park are well equipped. There are four main roads, Dongcheng Road, Tongtai Road, Yongwang Road and Limin Road. There are 44 warehouses, including 36 ordinary warehouses, 6 stereoscopic warehouses, 1 bonded warehouse, 1 export supervision warehouse and 1,200 public leased houses. The project plans to construct comprehensive political organizations, including industrial and commercial organizations, tax institutes, quality detection, banks. School, hospital, petroleum station, gas station and charging stakes are also equipped.
（四）项目市场预测及效益分析
(IV) Marketing forecast and efficiency analysis
园区建成后，年吞吐量可达1500万吨，可吸纳2000多家商户入园经营，带动近万人就业。将成为定襄县打造“电商”、“商贸”、“仓储”三位一体的综合性“物流之都”的重要载体。
After the completion of the park, annual output quantity will reach 15 million ton. Over 2,000 companies will settle down in the park. Nearly 10,000 people will be offered with jobs. It will become an important carrier of the comprehensive “capital of logistics” that integrates “E-business”, “commercial trade” and “inventory”.

（三）土地、环保：符合国家土地政策及环保规定，已经国土部门及环保部门初审认可，国土、环保、城建规划等部门初审同意。
(III) Land, environmental protection: The project conforms to national land policy and environmental protection regulation, ratified by national land, environmental protection department and urban construction planning after preliminary checking.
（四）项目可行性研究报告及项目建议书：初步设计批复：忻发改发【2016】12号；于2012年9月20日与定襄县人民政府签订项目建设协议书。
(IV) Project feasibility research report and project proposal: Reply to preliminary design, XFGF [2016] No. 12; sign Project Construction Agreement with People’s Court of Dingxiang County on September 20, 2012.
